Cocos Islands could be an alternative to a US base on the British territory of Diego Garcia in the Indian Ocean, which faces an uncertain future beyond its current lease which expires in 2016, the Washington Post said. Australia is a firm US ally but counts China as its biggest trading partner and is careful not to antagonize it. In November, US President Barack Obama outlined his pivot to Asia and agreement with Canberra for a de-facto base for 2500 marines near the northern city of Darwin. Australia and the US also agreed to allow greater US air force access to northern Australian bases, and to give the US navy greater access to the Indian Ocean naval base in Perth. Smith said Australia had been open with China about its plans, and its posture review which is likely to recommend more military assets move to the country's north to protect resource projects. 'A bit worrying' The Washington Post, quoting US and Australian officials, said the Cocos Islands, within flying range of both Southeast Asia and South Asia, could be ideal for not only manned US surveillance aircraft but for Global Hawks, an unarmed, high-altitude surveillance drone. The US Navy is developing a newer version of the Global Hawk, known as the Broad Area Maritime Surveillance drone, or BAMS, that is scheduled to become operational in 2015. www.asianage.com

There is enough money in the world to devote sufficient resources to HIV and AIDS. • Every region of the world increased its military spending over the last two years. • In 2010, the US allotted $719.2 billion for military defense expenditures compared with approximately $6.5 billion contributed to the global AIDS epidemic. • The European Union distributed $70 billion in agricultural subsidies in 2009, compared with approximately $2.7 billion to global AIDS. Yet, funding for HIV and AIDS programs around the world is flatlining or declining. • The international community failed to reach even the minimum needed $13 billion during the 2010 October Global Fund replenishment. • The US President's Emergency Plan for AIDS Relief (PEPFAR) has grown less than 5% per year since 2008, despite growing 25% annually from 2004-2008. • National governments around the world are reducing domestic AIDS spending. If we don't do something about HIV and AIDS now, the number of people in need of life-sustaining treatment will continue to increase. It is only going to get more expensive. • Closely monitor AIDS funding decisions made by international agencies and national governments. • Increase transparency at all levels, the international, national, and local, and create disincentives for corruption. • Demand sustainable funding sources for AIDS programs. • Focus on prevention and human-rights-based approaches, to ensure that rates of new HIV infections will eventually decline. • Reform <b>...</b>

Abstract Oil-soluble polyalkylene glycols (OSP) offer the formulators and researchers another option for using PAGs as a "tool" for solving some of our industry problems. Used as a primary base oil, a co-base oil or as an additive in formulations, OSPs can upgrade hydrocarbon oils to boost viscosity index and improve deposit control. OSPs can provide improved friction control when used as an additive. They may provide an alternative to synthetic esters as friction modifiers. The flexibility of PAG chemistry provides a huge amount of space for innovation and providing solutions to specifications and standards of the future. About the Speaker Fang Li received his M.Sc degree in Chemistry from Shandong University in Jinan, China, and a Ph.D. in Physical Chemistry from Lanzhou Institute of Chemical Physics, Chinese Academy of Sciences. In addition, Li completed two post-doctoral fellowships at Brooklyn College of City University of New York and Clarkson University at Potsdam, New York. Li now works as the Asia Pacific R&D associate director for Dow Chemical Co. Prior to joining Dow in 2008, Li had worked eight years in industry as research scientist at Cranbury, NJ, for Rhodia, Inc., and associate research follow at Pleasanton, Calif., for Clorox Inc. Li has published more than 20 scientific papers and holds six patents.

TXAP 2008 From May 19-25 2008 fifty-five tech and video activists gathered in West Java, Indonesia to share code and stories. Organised by EngageMedia and the Jakarta based Ruangrupa Transmission Asia-Pacific brought together projects from 15 different countries, from Japan to India, and China to New Zealand, to discuss ways to most effectively use online video as a social change tool. Transmission is a network of citizen journalists, video makers,artists, programmers and web producers who are developing online video distribution tools for social justice and media democracy. The objective is to make independent online video distribution possible using Free and Open Source Software by building the necessary tools,standards, documentation and social networks. TXAP included close to 50 workshops covering video podcasting, video and human rights, collaboration around regional film festivals, developing content management systems for online video distribution, open source development, video streaming and much more. The 5 days included a series of nightly screenings covering People's Power Indonesia post 1998, counter-globalisation movements, environment and the land, Let�s Talk About Sex baby!, political repression and human rights.
